In 1863, the Republican Congress passed the National Reconciliation Act and Abraham Lincoln signed the same at a festive event that Friday evening.
The Scrooge Contribution Part VIThe Act set up standards by which a State could seek readmission of their Senators and Representatives to the United States Congress. In the interim until an "ironclad" oath of fidelity was recorded in favor of the Union by two-thirds of the State's residents, a Governor would be appointed by the President to act in the State's interests under close US Congressional supervision.

~ Lincoln and Congress would be certified crazy if they even thought of this one. At this time in the beginning of the year the sececionists were winning. Britain and France were still looking likely to intervene on their bvehalf to make them the next Belgium. By July they had some setbacks but felt they could recover. Lincoln had already declared the Emancipation Proclimation. Why would they want to rejoin the union they left and get nothing in return? The only part of the south that returned to the Union at t his time was the new state of West Virginia which was strongly unionist from the beginning. Truth is that at this time the time for talk had ended with bullets and bayonets and cannon shot taking over. Something like this would be a joke in the north as well as europe and insulting in the south.
~ This would be really premature, and the abolitionists would have had porcupines---breech birth---over it. By this time a lot of the Republicans' core base was the old hardcore abolitionist crowd. And a lot of others who'd always thought of them as cranks were coming around to their POV, thanks to the secessionists' idiocy.
